Palm has products for both importing and exporting.

For importing, you need
to buy the PalmUtilities package, which also contains utilities for merging
notebooks, backing up B: to C:, removing state files, and displaying an
on-screen simple alarm clock.

For exporting, you need PalmExport -- it's free and FTPable.

I don't know about printing notebook files to a file with PalmConnect, but
given that PalmExport is free, you might not need to try that.
