Bugs that I've found with dist0394:

- USE_VARARGS=1 with MD5=0 creates really odd code. (I turned off MD5 because
I'm *really* low on horsepower.)

- SSPEED is not defined under Linux, and is defined as 300 baud under SunOS.
I'd suggest using B9600 instead; we know that the box talks at 9600 baud.

- In C-News mode, renaming files to "anything.t", rather than "anything.xnews"
will make them be processed faster (the attempt to decompress won't even
be attempted).

In addition, it doesn't include my "allng.pl" (which may be my fault, I may
not have started including it in the distributions after I changed to the
ng.map format). It also includes the out-of-date xprcv.cf and xprcv-s.cf,
which could easily be confusing.
