Tcl on the Zoomer

According to an article in the Nov/Dec issue of
"PDA Developer" the SWAT debugger supplied with
the GEOS SDK for use on the development machine is
written in Tcl. Is the 2nd debugger used on the
target (Zoomer) side also written in Tcl?

Assuming that it is, is can one access the Tcl interpreter
under user control from the Zoomer (assuming of course
that it is downloaded to Zoomer local store) under
ordinary circumstances?

Alternately, does anyone know of a Tcl interpreter
that is written for GEOS and that would run on the
Zoomer?
