Yes, at least through the Graffitti pen-based input mode. The Graffitti
help screen states: "To create an accented character, draw the stroke
normally used to create the letter followed by an accent stroke. The
accent is applied to the letter. In addition, the following accented
characters cna be drawn without any special shifting:..."
