USERDATA VS userdata directory

Dear All,
When I used File Manager of Nathan,I 've found that there are 2
directories ( USERDATA 95/8/30 and userdata 96/7/16)under B:\GEOWORKS.
(HELP 95/8/30 and help 96/7/16)under B:\GEOWORKS\USERDATA
What is it means? Can I delete one of each similar name?
