I was the one who posted about the utility. It is called DKEY
and could be found in wuarchive.wustl.edu in the directory
/mirrors/msdos/keyboard as DKEY.ARC. It's also nice to store
phone numbers in key combinations such as ALT-1. The resident
portion is only 3K.
