Controlling stack levels

Is there a way to keep the mainstack on the lowest level while substacks reside on of the mainstack--even when there are functioning objects within the mainstack?

BTW, due to the since the application we are emulating does not use explicit focus via Motif, messing with .Xdefaults is not an option.
