Pulldowns in substacks?

Our current MetaCard project requires us to emulate a real-life Motif application which generally has 3 or 4 open windows displayed simultaneously. These windows usually have several pulldown menus within them.

What would be the most graceful way of emulating this application. Can we put pulldowns in substacks? Or should we have several stacks open at once?
