It's possible, but would most likely require some serious hacking on
your application in order to provide the required degree of control.
A similar kind of thing can be seen in some games (e.g., SimAnt). In
those, you're playing the game normally, but every 10 seconds or so a
dialog shows up that tells you to try something. If you don't do it,
the same dialog appears 10 seconds later. If you do, a new dialog
appears. This requires that the application keep track of the users
actions, of course.
Your application would probably be even harder since not only do you
have to keep track of when the user has done the right thing, but you
also have to prevent them from doing the wrong things.

This is probably the best approach. I was hoping to hear from one of
our customers who has produced several large CBT applications using
this method. The stacks get pretty huge (lots of large screen shots),
but you have complete control. For example, if a certain step in the
tutorial requires you to enter some text in a field, you just put a
single MetaCard field over the relevant field in the screen dump for
that step. That way the trainee can only do one thing at that point,
even though it looks like they're using the full application.
