Yes, you said it right, and it is fixable. Try the following settings:

[uiFeatures]
launchModel = 3
launchLevel = 3
docControlFSLevel = 3
docControlOptions = 34816
interfaceOptions = 32768
expressOptions = 4058
windowOptions = 18496

These settings are what I use. There is only one problem. When running
certain programs, (specifically, the language translator and the reference
info docs) the bottom portion of the app window is below the screen
making the last couple of lines unreadable. This is minor for me, however.
Note also that you can press the menu hard icon which pulls the menu bar
out of the window into its own window which may then be collapsed by
clicking in the upper left corner. To get the window back, press the menu
hard icon. To put the menu back into the main window, click the upper
right widgit in the menu window. Pretty cool, eh?
