There *is* a way to do this, but I don't know the exact details. Basically,
the phone line (wire) has to show some bias (voltage) in order for the
modem equipment to recognize it as live. of course, won't see a dialtone,
will it ? Anyway, a guy at a company I used to work for worked up the
necessary hack using a phone cord and a 9v battery, so that he could test
our devices with modems without using the phone lines.
