I managed to set up Expert+ mode without a PC connection. The key is to
get a copy of GEOS.INI into the root (B:\) that points to NET.INI in the
root. Once that is done, it is just a matter of editing the various
files with the AOL editor. You cannot directly move GEOS.INI with the
file manager because it is open and in use. File manager will not let
you copy it. What you need to do is copy from the A: drive the
AUTOEXEC.BAT, CONFIG.SYS, COMMAND.COM, and NET.INI files to B:\.
YOU MUST COPY ALL THESE OR YOUR SYSTEM WILL NOT BOOT PROPERLY!!!
I'll say it again for emphasis:
YOU MUST COPY ALL THESE OR YOUR SYSTEM WILL NOT BOOT PROPERLY!!!
That said, you next edit your AUTOEXEC.BAT file with the AOL editor to copy
the GEOS.INI file in B:\GEOWORKS to B:\
Be sure to read and re-read ANY changes you make, because if you make a
mistake and it hangs, you will probably have to do a hard reset.
Next, you do a soft reboot -- press the reset button in the battery
compartment. This sould give you an editable copy of the GEOS.INI file.
Remove the line in AUTOEXEC.BAT that copies over GEOS.INI. You don't want
the system to copy this every time. If you do, any changes you make to
it will be lost. Now, add a line to your AUTOEXEC.BAT file that copies
B:\GEOS.INI to B:\GEOWORKS\GEOS.INI.
Next, in GEOS.INI change the line in the [paths]
section to read:
[paths]
ini = b:\net.ini
Do another soft reboot.
You should now have a system that boots normally, looks the same, and
acts no differently from a stock Zoomer. The only difference is that the
system now looks at NET.INI in the root. From here, you can make any
changes or tweaks you desire to NET.INI and GEOS.INI.
(Note that if you are a Desktop GEOS user, there is no NET.INI file.
All parameters are stored in GEOS.INI. This is NOT the case on the Zoomer.)
Remember, that if at any point you have to do a hard reset, you will
loose ALL changes and you will have to start over. (This is from
experience.)

My experience is that the worst thing that you have to do is a hard reset
to it's original state. Of course, you loose and data, and it takes a
bit of time, but I don't think there is much else that can go wrong
seeing that all (most?) of the native system files are in ROM.
One last thing. If you already have Graffiti installed, it shouyld be a
simple matter of just editing the NET.INI file as needed. Of course, if
you have Graffiti installed, then you probably have a PC connection ;)
By the way. If you don't have Graffiti, and you can scrape up the
change, BUY IT! It makes a world of difference when editing. This is an
app that should be built into ROM on ALL PDA's!
