State Files ?

I have seen a lot of discussion about using a Shift+On+Next reboot to free up memory. Someone mentioned that it does this by deleting the State Files that are created when applications are opened. Could anyone give some more information about what these State Files are and what the consequences are when deleting them? Won't they just be recreated when re-opening applications?
Also, I posted a question about batteries a while ago and did not receive a complete answer. What types, if any, of rechargeable batteries will work on the Omnigo? Any help would be appreciated. Thanks.
