entire DOS screen?

am i correct in assuming that the ogo addresses screen memory in text
mode the same way that my pc does? in other words, the entire 80x25
screen is in memory, just not displayed? if so, it would be a fairly
simple matter to write a memory-resident program to scroll the text
screen around. if this is the case then i'll work on it, if it's not
already done.
