It appears that it will launch the correct application only when
the program is not loaded into memory. Since I have enabled the express
menu functions to list active programs I have noticed that unless a
particular application has a specific "exit" command in its menu (which I
wish they all did), that tapping the check at the top right merely puts
the program in the background. As far as I can tell the OG will hold it
there until it needs the memory for another app.
I think that you will find that if you open and close enough
apps to "push it out of memory", the correct startup widget will run.
Obviously rebooting accomplishes the task as well. This makes it no less
of a bug, but the easiest fix I can think of is to actually let the user
kill a program if they want to rather than hide it. I don't think any of
the factory applications have a true exit option.
