Not necessarily. Seems to me that phone manufacturers might be understandably
cautious about who writes applications for their phones. They might want to
be careful about providing only the highest quality applications for use on
their devices and avoiding applications that might crash or otherwise
compromise performance or security on a phone or on a phone system.
It also seems reasonable to me that a phone manufacturer would consider its
most significant developers to be those who would create vertical
applications that would enable quantity sales of the device to corporate or
government customers.

If you are the kind of VAR that Nokia is most interested in, then you
probably already have a contact at Nokia. If you are an independent developer
with Geos experience, I bet there are some VARs who would love to hire you.
