Getting X*press service

Despite my continued pestering my local cable operator does not wish to
provide X*press service. Is it really necessary for the cable operator
to install additional hardware to provide the service, isn't the signal
there anyway? If I buy the hardware will it work for any other services?

I have tried to get the X*press folks to talk with my cable operator but
that was unsuccessful. I was thinking about contacting the local school
district. If they could get X*press free perhaps they could put some
pressure on my cable operator. Does anyone know firsthand if schools
can get free equipment?
