A good charger may not be a good supply for running.
The charging voltage and the +12v running voltage are on different pins on
the power supply/charger. Perhaps a wire/connector pin is faulty.
The UL can run from a power supply with no Ni-Cd battery installed,
so the battery's state of charge should not matter. ....BJ
