The preferences are saved with the Home stack, so you have to save the
Home stack after changing the look and feel with the "Preferences"
palette.

As for the standalone case, if you really want to force Windows 95
look and feel when running on a UNIX system, you could put the
following into a preOpenStack handler in the script of the first card
of your stack, or in the script of the stack itself:

set the lookAndFeel to "Windows 95"
